That interpretation is supported, inter alia, by recital 11 of the PNR Directive, according to which the processing of PNR data should be proportionate to ‘the specific security goals’ pursued by that directive, and by Article 7(4) thereof, according to which the PNR data and the result of processing those data received by the PIU may be further processed ‘only for the specific purposes of preventing, detecting, investigating or prosecuting terrorist offences or serious crime’.
