In accordance with the Court’s established case-law, national legislation which places certain nationals at a disadvantage simply because they have exercised their freedom to move and to reside in another Member State is a restriction of the freedoms conferred by Article 45(1) of the Charter to every Union citizen (see, to that effect, concerning Article 21(1) TFEU, judgments of 8 June 2017, Freitag, C‑541/15, EU:C:2017:432, paragraph 35 and the case-law cited, and of 19 November 2020, ZW, C‑454/19, EU:C:2020:947, paragraph 30).
