In support of its action, the applicant relies on three pleas in law alleging, first, infringements of Article 18(1) and (3) of Regulation No 1/2003, second, infringements of the right to privacy and the right to good administration as well as failure to observe the principle of proportionality and, third, infringement of the obligation to state reasons.
